One of the consistent major impediments to long term community based development is the lack of a readily available fund to tap into for community based development. The Winnebago Tribal Council agreed to establish the Community Development Fund.

The ("Community Fund") has been created to provide matching funds for grants, build community projects, supplement community infrastructure costs, increase educational opportunities, provide community based venture capital, and provide gap financing for certain types of projects.
