GOALS
  • Promote ecomomic empowerment and community development leading to self-sufficiency
  • Foster, promote, encourage, develop, research, analyze, and increase the knowledge, appreciation, and practice of economic development
  • Combat community deterioration.
STRATEGIES
  • Partner with and assist existing community services providers
  • Create new community/public buildings and spaces
  • Youth and Education - Boys & Girls Club, LPTC, WPS, NICC Walthill PS, Macy PS, Valentine Parker Community Prevention Program, Project Washkon
  • Preserve and enhance Winnebago culture.
TACTICS
  • Create, fund, and maintain community betterment projects
  • Assist existing agencies and community services providers
  • Construct new community/public buildings and spaces
  • Create, fund, and maintain youth and education projects
  • Work with identified agencies

GENERAL OBJECTIVES
  • Programs shall identify and plan for projects at least one year in advance so that adequate funding can be identified and applied for so that projects will be fully funded prior to implementation.
  • HCCDC programs and projects shall be fully funded prior to beginning of work.  At no time will HCCDC or any department, program, or project thereof begin project work without 100% of required funding needs being in-hand.
  • HCCDC programs shall work to remain on schedule and within budget with all activities and workplans in order to achieve their projected outcomes.
  • Conduct Community/Youth programs in compliance with Community/Youth Program Guidelines.
